1. Purpose and Scope
The purpose of this Hazard Communication Plan (HazCom Plan) is to ensure that all employees of {{company_name}} are provided with information concerning the hazardous chemicals to which they may be exposed in the workplace. This plan establishes procedures for identifying hazardous chemicals, maintaining Safety Data Sheets (SDSs), labeling containers, and training employees.
This HazCom Plan applies to all work areas where employees may be exposed to hazardous chemicals under normal working conditions or during foreseeable emergencies.
2. Responsibilities
**Management:** Managements' responsibilities include overall implementation and maintenance of the HazCom Plan, ensuring adequate resources are available, and assigning responsibilities to supervisors and employees.
**Safety Officer/Coordinator:** The designated Safety Officer or Coordinator is responsible for developing, implementing, and reviewing this plan; procuring and maintaining SDSs; ensuring proper labeling; coordinating employee training; and evaluating the effectiveness of the program.
**Supervisors:** Supervisors are responsible for implementing the HazCom Plan in their respective departments, ensuring employees under their supervision follow established procedures, conducting site-specific training, and promptly reporting any chemical hazards or incidents.
**Employees:** Employees are responsible for understanding and adhering to the HazCom Plan, attending all required training, properly using personal protective equipment (PPE), reading labels and SDSs, and reporting any unsafe conditions or chemical spills.
3. Hazardous Chemical Inventory
A comprehensive inventory of all hazardous chemicals present in the workplace will be maintained by the Safety Officer/Coordinator. This inventory will include the product name, manufacturer, and location of each chemical. The inventory will be reviewed and updated at least annually or when new chemicals are introduced or existing ones are removed from the workplace.
A copy of the chemical inventory will be readily accessible to all employees.
4. Safety Data Sheets (SDSs)
{{company_name}} will maintain an SDS for each hazardous chemical used or stored in the workplace. SDSs will be readily accessible to all employeesduring their work shifts.
New SDSs will be obtained from manufacturers or suppliers for any new hazardous chemicals brought into the workplace before or at the time of their use. Outdated SDSs will be replaced with updated versions as they become available.

5. Labeling and Other Forms of Warning
All containers of hazardous chemicals entering the workplace will be properly labeled by the manufacturer or supplier with the product identifier, appropriate hazard warnings, and the name and address of the chemical manufacturer, importer, or other responsible party.
Secondary containers used in the workplace will be labeled with the product identifier and appropriate hazard warnings.
Employees are prohibited from removing or defacing existing labels unless immediately replacing them with new, accurate labels.
6. Employee Information and Training
All employees who may be exposed to hazardous chemicals will receive initial training before their first assignment and refresher training as needed, at least annually. Training will cover:
* The requirements of the Hazard Communication Standard.
* Any operations in their work area where hazardous chemicals are present.
* The location and availability of the written HazCom Plan, the chemical inventory, and SDSs.
* Methods and observations that may be used to detect the presence or release of a hazardous chemical (e.g., smell, visual appearance, monitoring devices).
* The physical and health hazards of the chemicals in the work area.
* The measures employees can take to protect themselves from these hazards, including appropriate work practices, emergency procedures, and personal protective equipment (PPE) to be used.
* The explanation of the labeling system used in the workplace and the information conveyed on SDSs.
7. Non-Routine Tasks
Prior to starting any non-routine task that may involve exposure to hazardous chemicals, employees and their supervisors will discuss the hazards associated with the task and the appropriate protective measures to be taken. This includes, but is not limited to, maintenance activities, cleaning operations, or unusual production runs.
Specific information regarding the chemical hazards, protective measures, and emergency procedures will be provided.
8. Contractors
Contractors working on {{company_name}} premises will be informed of any hazardous chemicals they may be exposed to, and the appropriate precautionary measures to be taken. Contractors are also responsible for informing {{company_name}} of any hazardous chemicals their employees bring into the workplace.
Exchange of SDSs and hazard information will occur between {{company_name}} and the contractor prior to the commencement of work.
9. Program Review and Evaluation
This HazCom Plan will be reviewed and evaluated at least annually by the Safety Officer/Coordinator, and updated as necessary to reflect changes in chemicals, work processes, or regulatory requirements. Employee input and feedback will be considered during the review process.
