Job Summary
The Public Works Manager is responsible for planning, organizing, coordinating, and directing the daily operations of the Public Works Department. This includes managing infrastructure projects, maintaining municipal assets, overseeing departmental staff, and ensuring compliance with all relevant regulations and safety standards. The role requires a strong focus on service delivery, financial management, and community engagement.
Key Responsibilities
1. Oversee the planning, design, tendering, construction, and maintenance of municipal infrastructure including roads, storm water systems, public buildings, and parks.
2. Develop, implement, and monitor departmental budgets, ensuring efficient allocation of resources and adherence to financial policies.
3. Manage and lead a team of public works professionals, including hiring, training, performance management, and disciplinary actions.
4. Ensure compliance with all applicable local, provincial/state, and national laws, regulations, and safety standards.
5. Prepare and present reports to senior management, council, and other stakeholders on departmental activities, projects, and budget performance.
6. Respond to public inquiries and complaints related to public works services, striving for effective resolution and positive community relations.
7. Develop and update long-range capital improvement plans for municipal infrastructure.
8. Negotiate and administer contracts with consultants, contractors, and vendors.
9. Implement and maintain an asset management system for all public works infrastructure.
Qualifications and Experience
1. Bachelor's degree in Civil Engineering, Construction Management, Public Administration, or a related field. A Master's degree will be an advantage.
2. Professional Engineer (Pr. Eng.) registration or equivalent professional accreditation in {{country}} is highly desirable.
